Two days ago, New York Governor Andrew Cuomo issued an executive order requiring that, by 8 pm tonight, Empire State businesses reduce their “in-person” workforces at any physical work locations by 50%. Yesterday, that number jumped to 75%. Today, however, Governor Cuomo announced that he is increasing the reduction to 100% of “in-person” New York workforces.

Critically, however, the Governor’s executive order exempts from the above “in-person” restrictions certain essential businesses and entities providing essential services or functions. Last night, the Empire State Development Corporation (ESDC) published a detailed list of what businesses the State deems “essential.” Businesses may also request a determination as to their essential status from the ESDC.
